Steps to Enroll in the BEOC
Step 1: Meet all eligibility requirements:
•  18 years of age or older
•  US Citizen, Permanent Resident or Refugee
•  Resident of New York State for 1 year prior
•  Have low to moderate income
•  College Prep and Career Training Programs must have GED or High School Diploma
•  Must not already have a four year Bachelor's Degree
Step 2: Attend an Information Session
Step 3: Take Placement Test (TABE, Predictor, or LAS). Bring documentation on test day.
Step 4: Take Qualifying Test, if needed (Accelerated Programs only )
Step 5: Attend Enrollment Screening Interview with BEOC Counselor to assess your needs and determine program compatibility
Step 6: Attend Program Interview, if needed (Medical Office Administration and H&R Block programs only )
Step 7: Final decision is made by BEOC staff (accept, deny, waitlist, or hold). All applicants will be notified by mail and/or email.
Helpful Tips:
Applicants are strongly encouraged to have an email address. This helps us to communicate with you.
Arrive 20 minutes early on testing day.
You must bring photocopies of all documentation on testing day. BEOC will not make copies for you.

Check List of Acceptable Documents
(Please bring photocopies on Test Day - BEOC will not make copies for applicants)
I. Photo Identification- Please bring ONE of the following:
(Must be NY State or government issued.)
  • Photocopy of NY State issued ID (Drivers License - or - Non-Drivers License)
  • Permanent Resident Card (Green card) or U.S. Passport
  • NYS Photo ID Benefits Card
II. Documentation of income for the previous tax year - Please bring ONE of the following:
(Married students provide husband or wife's income also. Dependent students provide parent's income.)
  • Previous tax year FEDERAL TAX RETURN 1040, 1040A, or 1040EZ
  • Previous tax year Unemployment and/or Worker's Compensation Letter
  • Previous tax year Public Assistance Budget Letter
  • Previous tax year Social Security Benefits (SSB) or Supplemental Social Security Income (SSI)
  • Previous tax year Child support or alimony received
  • Previous tax year Non-filer Statement (Applicants unable to provide verifiable income, are required to complete this form provided by the BEOC)
III. Documentation of Educational Background- Not needed if applying to GED or ESL programs. Please bring ANY of the following:
  • High School Diploma or High School Transcript (U.S. or Foreign Diploma) AND Unofficial college transcript (ex. business school, college or university)
  • GED Diploma (including test scores) or GED scores even if you failed.
  • CUNY Assessment Scores (only for those students applying to College Prep)
